Every two years, the European Commission adjusts the threshold values for Europe-wide procurement procedures. The next revision will come into force on January 1, 2026. The values will decrease slightly compared to the last period of validity.
Legal background to the adjustment
The regular revision of the threshold values is based solely on mathematical procedures. The aim is to balance out exchange rate fluctuations between the signatory states of the GPA (Agreement on Government Procurement).
Public procurement law in accordance with Part 4 of the Act against Restraints of Competition (GWB) only applies if the net contract value reaches or exceeds these EU-wide standardized thresholds.
The new values at a glance
Delegated Regulations (EU) 2025/2150, 2025/2151 and 2025/2512 of October 22, 2025 set the following values, which are binding for all procedures from 01.01.2026.
Conclusion for practice
For contracting authorities, the lowering of the thresholds means that even lower contract amounts may trigger an EU-wide tendering obligation in future. For construction contracts in the sector in particular, the value will fall significantly by EUR 144,000.
