City of Zwönitz

Activ­i­ty: In the town of Zwönitz, a sched­uled ser­vice (Sec­tion 44 of the Ger­man Pas­sen­ger Trans­port Act) was to be imple­ment­ed on the basis of an app as part of the Smart City project. A back­end infra­struc­ture was required for the oper­a­tion of the app that would allow low-cost oper­a­tion. As part of the man­date, we pro­vid­ed pro­cure­ment law advice and pro­ce­dur­al sup­port for two pro­cure­ment pro­ce­dures: On the one hand, an EU-wide nego­ti­at­ed pro­ce­dure with a call for com­pe­ti­tion for the fur­ther devel­op­ment of the soft­ware envi­ron­ment and the “ERZ­mo­bil” IT sys­tem and, on the oth­er hand, a pub­lic ten­der for the serv­er infra­struc­ture.
