Ron­ny Lohmann

I primarily advise and represent public clients in complex building and infrastructure projects, beginning with the conceptual design phase, procurement in compliance with public procurement law, and advisory services during construction—often in connection with grant and subsidy law. These include, in particular, large-scale general contractor (GC) building projects, master planning projects, and energy contracting projects. In addition, I advise various housing companies on matters related to the interface with the utilities sector, specifically regarding property-specific authorization and supply contracts. Another key area of my practice is the awarding of electricity and gas concessions pursuant to Section 46f of the German Energy Industry Act (EnWG).

  • Award­ing of gen­er­al plan­ning ser­vices for the ser­vices of out­door facil­i­ties, traf­fic facil­i­ties and engi­neer­ing struc­tures for an inner city rede­vel­op­ment in North Rhine-West­phalia, includ­ing the draft­ing of a coop­er­a­tion agree­ment for the joint com­mis­sion­ing of these ser­vices by the city and two munic­i­pal com­pa­nies in 2021 worth €4.38 mil­lion
  • Award­ing of gen­er­al con­trac­tor ser­vices in the area of build­ing con­struc­tion with a total val­ue of around €50 mil­lion, includ­ing chal­leng­ing sup­ple­men­tary nego­ti­a­tions with plan­ning offices and accom­pa­ny­ing fund­ing advice. Prepa­ra­tion of a legal opin­ion for the over­all con­tract award
  • Award of a ser­vice con­ces­sion for the oper­a­tion of a can­teen for a uni­ver­si­ty in the fed­er­al state of Bran­den­burg
  • Award of a con­ces­sion in the area of fiber optic expan­sion for a munic­i­pal hous­ing com­pa­ny with more than 17,000 res­i­den­tial units
  • Award­ing of sup­ply ser­vices for elec­tric­i­ty and gas sup­ply as well as the award­ing of con­ces­sion con­tracts in accor­dance with Sec­tion 46 EnWG in the elec­tric­i­ty and gas sec­tor
  • Advis­ing insti­tu­tion­al prop­er­ty own­ers on all shared use mat­ters by local or nation­al util­i­ty com­pa­nies (license agree­ment, shared use frame­work agree­ments, own­er­ship assign­ments, etc.)
