\nThe doc\u00adu\u00adments should there\u00adfore be the basis for usable bids by the bid\u00adders, i.e. they must be as sim\u00adple and quick as pos\u00adsi\u00adble for the bid\u00adder to com\u00adpile (as long as nec\u00ades\u00adsary, as short as pos\u00adsi\u00adble), and at the same time they must con\u00adtain the min\u00adi\u00admum con\u00adtent required by law so that the award can be made with legal cer\u00adtain\u00adty.<\/p>\n
